I don't know where that is from. I found a video of the actual news broadcast herebut haven't had any luck in finding the full video which lasts around 45 minutes and doesn't have the music video clips or shows the newscasters at the beginning.
I'm beginning to suspect that may be the case. It lasts about 90 minutes and basically the guys talking about how the group get started and some other stories, including what they were doing before The Time.

As regards Zapp; considering the circumstances of Roger's tragic murder; it does seem that Zapp were one of the wilder funk bands of the era.
They might have originally planned to release it and then held it back. I also found around half of the DVD documentary here.
